• To provide standard vocational training to managers and staff who are currently working in libraries and information centers.

• To develop and promote coordination among libraries & information centers in the sharing of resources.

• To promote history, cultural values and development in Timor-Leste.

• To represent member's interests to the government, organizations and communities.

• To promote the importance of literacy through life-long learning

• Increase networking and information sharing between members

• Establishing a policy of standardization for library processes across Timor-Leste

• Collecting, producing and archiving resources about Timor-Leste

• Lobbying for the establishment of a national library
